Question 1 to guarantee home care services for Maine seniors and people with disabilities would be funded by narrowing a tax loophole that only benefits the wealthiest 2.6% – those making more than $128,400 a year in individual income.

Under Question 1, if you make less than $128,400 a year in individual income, you pay nothing. According to the Maine Center for Economic Policy, the Institute for Tax and Economic Policy, and the Institute for Policy Studies, the tax is assessed on an individual’s Maine adjusted gross income. If you make more than $128,400, you pay a 3.8% payroll tax only on money above that threshold.
